The European Union’s energy policy is often butting heads with companies’ commercial interests, leaving the member states and the European Commission struggling with this dynamic, according to the EU executive's internal documents.

Discussing energy diplomacy at the Foreign Affairs Council meeting on 22 June, the ministers highlighted the dilemma in energy policy between “the strategic logic of countries versus the commercial logic of companies,” according to leaked minutes of the meeting.
