Commissioner without DGs : Concerns and questions

The Commission’s new set-up could mean that there will be commissioner-coordinators with no directorate-general behind them

The organisation of the future European Commission to be unveiled by Jean-Claude Juncker next week is already sparking concerns. What is certain at present is that the Juncker Commission will reflect the ten priorities presented during the election campaign. It will be organised around major "projects" like "growth, employment and investment," says his spokeswoman. Apparently, certain commissioners will be charged with coordinating these thematic areas of action or clusters. Will they consequently not have a directorate-general (DG) at the Commission?…

Failed attempt

In 1999, Romano Prodi charged the Commissioner for External Relations, Chris Patten (UK), with coordinating the Commission's entire foreign affairs branch. He was supposed to oversee the work of Trade Commissioner Pascal Lamy, Enlargement Commissioner Günter Verheugen and Development Commissioner Poul Nielsen. The idea fizzled out, though, due to strong internal and political resistance.
