Prefinancing examined in Coreper
At EU level, the Youth Guarantee is financed partly by the European Social Fund (ESF) and partly by the new Youth Employment Initiative (YEI). On 4 February, the European Commission proposed to multiply by 30 the prefinancing of projects eligible for the YEI in 2015 to keep from penalising the states hit hardest by the crisis. This draft regulation is being examined by the Council for the moment. The Committee of Permanent Representatives (Coreper) is expected to adopt a draft general approach, on 25 March, to be submitted to the Council. The Presidency proposes to adopt the legislative proposal as it stands and to accompany it with a Commission declaration confirming that the proposal will be covered by payment appropriations currently available from the specific allocation for the YEI and that no amendment to the budget will be proposed in 2015.
