Just as in the US elections, the European Neighbourhood Policy (ENP) has its own 'swing states'. Of the 16 countries from the Eastern and Southern regions included in the ENP, two stand out thanks to their weight: Ukraine and Egypt. New approach

In May 2011, Ashton announced a new approach for the ENP, seeking an engagement based on the 'more for more' principle to build 'deep democracies'. This new policy, based on “partnership, not imposition,” to quote Ashton, was totally eclipsed by the fast-moving events that took place last year in Ukraine and Egypt, and the subsequent misguided European response. Some analysts, like the European Council for Foreign Relations, believe the EU deserves a 'C plus' for managing its relations with Russia in the Eastern Europe, or in the Northern Africa region.
