Ratification of the Protocol to Eliminate Illicit Trade in Tobacco Products, annexed to the WHO Framework Convention on Tobacco Control (FCTC), is picking up speed. The European Commission proposed, on 4 May, that the Council of Ministers ratify the text on behalf of the Union after validation by the European Parliament.
