An application dated 3 December for a foreign air carrier permit was filed in the US Department of Transportation's (DOT) publicly accessible docket. The Norwegian case is causing growing friction between the EU and US. The European Commission is annoyed that the Obama administration has stalled for so long on a decision that the Commission argues should have been near-automatic given that the Irish authorities in early 2014 gave NAI the green light to open for business. The Commission is worried that such a delay risks undermining the whole Open Sky agreement, a concern shared by the Irish government, Norwegian, and some other carriers like Atlas Air and FedEx and an association representing budget airlines. On the other side, the DOT’s extended review has been welcomed by Norwegian’s direct competitors, such as Air-France-KLM, Lufthansa and United, and by the trade unions representing cabin crew and pilots. A meeting between the Commission and EU member states to discuss the case is scheduled for mid-January 2015.
