Background
Zero rating is a practice whereby internet access providers offer customers unlimited data volume for certain services, whether fixed or mobile. It generally concerns services like video streaming, music or cloud storage of documents. Zero rating has been ruled discriminatory and counter to net neutrality, notably in the Netherlands, Norway and Chile. At the latest Telecoms Council, the Netherlands pointed out that the legislative draft on net neutrality currently under discussion does not propose a solution to tackle this practice.
