Too complex, too political, too uncertain: will the reform of governance of the Economic and Monetary Union (EMU) be postponed indefinitely again? Admittedly, on 6 May, Coreper did decide to place the item on the agenda of the next General Affairs Council, but only in a perfunctory way.
